Findings
No findings. This is a straightforward devDependency patch bump of @changesets/cli 2.31.0 → 2.31.1 with the corresponding lockfile regen. I checked the areas a tooling bump could plausibly break and they hold up:
- Scope is release tooling only:
@changesets/cliis adevDependencyinpackage.json:50, not shipped in the app, so the ≤30 prod-dependency budget and shipped-dependency license rule do not apply. Changesets is MIT anyway, and AGENTS.md constraint 5 explicitly allows release tooling devdeps. - The changelog fix is relevant and desirable: it corrects already-published version detection under
npm info --jsonarray output, which is exactly the pathchangeset publishdrives via thereleasescript (package.json:36→turbo run build && changeset publish). Landing it reduces the chance of a failed republish during release. - Lockfile diffs are a normal transitive refresh (
semver7.8.1→7.8.5,human-id,chardet,iconv-lite,fastq,p-map,@babel/runtime). The removedsemver@7.8.1package entry is consistent with it no longer being referenced by any snapshot; no dangling reference is visible in the diff. - Specifier move from
^2.27.11to^2.31.1is expected Dependabot behavior for a minor-range floor and does not change runtime behavior.
No changeset is needed — this is a tooling bump with no user-visible product change, so it does not meet the pnpm changeset bar in the PR template.
Summary

- No blocking or major issues. The bump is low-risk and aligned with the release workflow. Residual risk is limited to the usual transitive refresh in the dev tree; full confidence depends on CI install/lint/test passing against the regenerated lockfile.
Testing
- Not run (automation). Recommend letting the standard
pnpm install --frozen-lockfile,pnpm lint,pnpm typecheck,pnpm testCI path confirm the lockfile is consistent.
